It is important to note that Oak does have variations in pattern and colour between lengths of the moulding and between frames. Some frames will feature the naturally occurring effect referred to as Medullary Rays, more commonly described as silvery pattern or Tiger stripes.
If your picture frame has some silvery flecks, or Tiger stripes, it is not a fault or defect in the wood or the frame - it is an indication that the frame item you have purchased has been crafted from good quality quarter sawn oak.
